Overview

The Department invites qualified bidders to submit proposals to provide electronic and mail-in redemption and payment services for the nutrition incentive coupon programs administered by the Department.

Currently the Department operates the following two coupon programs which will be serviced by this contract: 

  • the Farmers’ Market Nutrition Programs (FMNP), which includes the Women Infants and Children Farmers’ Market Nutrition Program (WIC FMNP) and the Senior Farmers’ Market Nutrition Program (SFMNP); and 
  • the FreshConnect Checks Program (FCC). 

In 2023, the Department administered these programs through the distribution of over 1.7 million paper coupons to low-income, food insecure individuals who used them to shop for fresh, locally produced foods at farmers’ markets and farm stands in New York.
