Overview

The Governor has recognized industrial hemp as a promising new economic opportunity for farmers and signed legislation to solidify the status of industrial hemp as an agricultural commodity under New York Agriculture and Markets Law. 

New York State is administering an Industrial Hemp Agricultural Research Pilot Program, authorized by New York State law and 7 U.S.C. § 5940. The Department invites applications from individuals or businesses interested in conducting research relating to the processing of industrial hemp for grain and fiber purposes. The Department is not accepting CBD processor applications at this time.

Before applying, first read the Program Guidance and sample Research Partner Agreements to ensure that you understand all the legal and programmatic requirements for participation in the Industrial Hemp Agricultural Research Pilot Program.

Next, complete the program application. Submit an original copy, all required attachments, and the non-refundable $500 application fee to the Department.

Incomplete applications will be rejected.

Once an applicant submits a completed application to the Department with a non-refundable $500 application fee, the next steps are as follows:

  1. The Department reviews the application and notifies the applicant of the decision.
  2. The Department will send approved applicants a Research Partner Agreement to be signed and notarized by the applicant.
  3. The applicant will return two signed and notarized Research Partner Agreements to the Department.
  4. Upon receipt, the Department will issue and mail to the Research Partner (formerly the applicant) an official Industrial Hemp Research Partner Authorization and one copy of the fully executed Research Partner Agreement.

New applications for CBD processing are not being accepted at this time.

    The Department is accepting applications from individuals or businesses interested in conducting research relating to the growth of industrial hemp for grain and fiber purposes. New applications for CBD processing are not being accepted at this time.

Additional Requirements

All Research Partners are required to file an annual report summarizing the results of their research pilot project and presenting any data collected in the course of that research. Annual reports are due on the anniversary of the project start date. Failure to file annual reports in a timely manner is grounds for revocation of permit.
