Export Plants and Plant Products

Overview

To ensure that the export of plants and plant products from New York State meet the import and quarantine requirements of other states and foreign nations, the Department works in conjunction with the United State Department of Agriculture to issue phytosanitary certificates.

Get a Certificate

Phytosanitary certificates must be issued by a duly authorized official. The certificates state that the plants or plant products have been inspected and found to be apparently free of injurious insects and/or plant diseases. New York State Department of Agriculture and Markets inspectors may issue both federal and state phytosanitary certificates.

There is an inspection fee of $25.00 per hour, with a minimum fee of $25.00 for any part of the first hour. Additional time beyond the first hour is billed in quarter hour increments. For federal phytosanitary certificates, there is an additional charge of $6.00 per certificate. Contact your local horticulture inspector for more information.
