Agricultural Resiliency Against Tariffs Program


Overview

The Agricultural Resiliency Against Tariffs Program was announced in Governor Hochul’s 2026 State of the State address to help offset rising costs and market loss that New York farmers faced in 2025 because of federal tariff policy. 

In the Fiscal Year 2026-2027 State Budget, $30 million was appropriated to the program to provide direct payments to eligible agricultural producers. The minimum payment per eligible entity is $1,000. The maximum payment is $25,000.


Farm Eligibility

You are eligible to participate in this program if you or your business:

  • Was in business in 2025 and are currently in business;
  • Has active agricultural production within New York State for an eligible product(s);
  • Meets the eligible farm income requirement. An eligible farm must have at least two-thirds of its federal gross income from all sources in excess of $30,000 derived from agricultural activities, as defined by New York State Tax Law.

Note: As part of the application process, the farm income requirement must be certified and attested to by a qualified financial professional. 


Distribution of Funds

Funds will be distributed through two tracks: 

Track 1 - Cow Dairy Farms 

Track 2 - Livestock, Livestock Products, Specialty Crops, Aquaculture Farms

Note: Eligible farms with eligible products in both categories may apply to both tracks; however, they must apply separately to each track, and the combined payment is limited to $25,000 per legal business entity.


Eligible Products

Cow Dairy Farms  

Cow dairy milk produced in 2025, not including dumped milk that causes bulk load contamination for which a producer received an insurance indemnity, milk dumped on the farm by order of any state officer or employee, or cow dairy milk sold to consumers raw.

Note: This track also applies to those applicants who process their own milk (Producer/Dealer). Producer/Dealers must provide pounds of cow dairy milk produced/processed in 2025. 

Note: Cow dairy milk sold to consumers raw, or milk from non-bovine animals must apply under Track 2 as a Livestock Product. 

 
Livestock, Livestock Products, Specialty Crops, Aquaculture

Livestock and livestock products include eggs, cattle, sheep, hogs, goats, poultry, natural fiber, cow dairy milk sold to consumers raw, milk from non-bovine animals, and other animals raised as livestock.

Specialty crops include those products that are listed as eligible under the USDA Specialty Crop Block Grant Program.

Aquaculture products include fish, fish products, water plants, and shellfish (excluding wild harvested products).

Note: Any row crops eligible under the USDA Farmer Bridge Assistance Program (e.g.,  corn, soybeans, barley, wheat, etc.) are ineligible under the Agricultural Resiliency Against Tariffs Program.


Steps to Apply

Track 1 – Cow Dairy Farm 
  • Part A – Applicant Information
    • You will be asked to provide information about your business, contact information, type of farm, pounds of milk produced in New York State in 2025, and attest that you meet all program requirements.
    • Part A is submitted online as a Microsoft Form.
    • Upon submission of Part A, you will receive a confirmation email from the Department that includes a unique Application ID Number, a copy of your response to Part A, and instructions on how to complete Part B, Part C, and Part D. 
  • Part B  
    • You will be asked for your farm’s Legal Business name, Application ID number, last four digits of your taxpayer ID number, and pounds of milk produced in New York State in 2025.
    • You will need to sign an attestation for Part B before a Notary Public. 
    • An approved financial third-party certifier will also need to review/sign an attestation on Part B that you meet the farm income program requirements.
    • Your completed Part B must be submitted via email to [email protected].
  • Part CSubstitute Form W-9 Request for Taxpayer ID Number
    • You will receive this form in an email from the Department after you submit Part A.
    • This form is required in order to receive payment from New York State.
    • Your completed Part C must be submitted via email to [email protected].
  • Part DRecords Release Form
    • On Part D you will indicate if you contract directly with a milk cooperative or processor or not. If you do, you will provide the name of the milk cooperative or processor on the line provided.
    • If you are a Producer/Dealer you will indicate as such.
    • You will be asked to authorize your cooperative/processor to provide the Department with all records and other information relating to your milk production during calendar year 2025, and that you agree to provide the Department with all records necessary to verify the information set forth in your application.  
    • You must review and sign an attestation for Part D.
    • This form must be submitted via email to [email protected]

Track 2 – Livestock, Livestock Products, Specialty Crop, Aquaculture Farm
  • Part A – Applicant Information 
    • You will be asked to provide information about your business, contact information, type of farm, your 2025 New York adjusted gross farm revenue, and attest that you meet all program requirements.
    • Part A must be submitted online as a Microsoft Form.
    • Upon submission of Part A, you will receive an email from the Department with a Unique Application ID Number, a copy of your response to Part A, and instructions on how to complete Part B and Part C.
  • Part B – Revenue Information
    • You will be asked for your farm’s Legal Business name, Application ID number, the last four digits of your taxpayer ID number, and your 2025 New York adjusted gross farm revenue. 
    • You will need to sign an attestation on Part B before a Notary Public. 
    • An approved financial third-party certifier will also need to review/sign an attestation on Part B that you meet the farm income program requirements. They must also certify the adjusted gross revenue figure provided in your application.
    • Part B must be submitted via email to [email protected].          
  • Part C – Substitute Form W-9 Request for Taxpayer ID Number
    • This form is necessary in order to receive payment from New York State.
    • Part C must submitted via email to [email protected]

Program Timeline

Applications will be accepted from June 29, 2026 until August 11, 2026. 

All application parts must be completed and submitted by August 11, 2026 at 11:59 pm in order for an application to be deemed complete. Applications submitted after August 11, 2026 at 11:59 pm or those that are incomplete will not be considered for funding. 

After the submission deadline, all submitted applications will be reviewed for eligibility and processed by the Department for payment.
